ABOUT RESPONSIBLEMN.ORG

Minnesota enacted the Responsible Contractor Law (RCL) on January 1, 2015. This law is intended to provide enhancement of contractor accountability for public construction projects. The law creates a minimum definition of a responsible contractor and requires that certain public construction be awarded only to responsible contractors.

The purpose of this website, ResponsibleMN.org, is to:

  • Assist project owners and general contractors to understand the responsible contractor requirements on Minnesota’s public construction projects.
  • Provide a list of ineligible contractors who currently do not satisfy the minimum criteria of the RCL based on supporting public documents. The completeness of the list is based on the availability of government records.
